Government Agencies Failed to Meet their Goals of Costing Local Communities their Sovereignty

My concerns and issues with Sb-1 is,  If SB-1passes New Mexico community public water systems who choose to retain their sovereignty will be disproportionately disadvantaged with the current point system that facilitates regionalization transfer of ownership transfer of responsibility by providing 10 additional points for these new entities while neglecting to provide the same incentives for communities who choose to retain their sovereignty. 

 

The need to meet managerial secretarial and operational capacity for these essential services is at a critical point in New Mexico 


This is partly due to the agencies who are responsible for administering technical services and affordable funding that have  failed to meet their goals and have failed to meet their mission for many many years. 


85% of NM CPWS fall under the median household income level making it difficult for these CPWS to afford the loan portion of the grant funding programs that are purposed for small communities with low populations in rural areas.


SB-1 will provide a way for cpws to disproportionately gain access to the grant funding that is currently available but difficult if not impossible to obtain due to affordability issues.   SB-1 will help provide a tool for these communities to afford affordable funding and meet    The managerial, secretarial and operational essential services required to provide capacity to meet state and federal regulations.  But it will require these CPWS to transfer their ownership and their responsibilities to a new quasi-government.   A costs too much to ask American citizens to surrender their assets and their responsibilities for affordable funding. 


 Is this what we have come to at this point in time?  Must we promote local government consolidation to meet   The Capacity that state and federal regulations require?


I hope you will consider my proposal to discuss the possibility of building capacity through a regionalization collaboration task force program that would provide the essential services needed to provide capacity to ensure local community sovereignty
