2023 Regionalization Bill is 97% same language as House Bill 175 from 2019 Legislative Session
I was under the impression that Ramah Water Sanitation District (RWSD) was not in favor of Regionalization as it was presented by North West Council of Government NWCOG as recently as July 2022 in Ramah WSD meeting.
Recently an application through the Water Trust Board for $400,000.00 was approved by the Chair of RWSD, but I ask. Was this application read in its entirety by all board members and was there a motion by the board to do pass as written before it was signed? This WTB application states
RWSD Since 2000 dealt with a variety of issues one in entity dissolution. I have asked around and nobody was able to recall RWSD informing the State of Incorporation that it no longer wishes at to be a legal entity and is winding up all business affairs within the State of New Mexico
RWSD and Eight (8) other Community Public Water Systems fully supported Regionalization Joint Power Agreement.
RWSD is currently Actively involved in all Regionalization planning activities.
This Water Trust Board Application could potentially be used as an exhibit in the passing of the 2023 Regionalization Bill being presented this upcoming legislative session as it is written and signed by RWSD
The Language in this Water Trust bill Application is misleading and False as you can see in the signatures provided in the Declaration of Position and Request for Addendum provided by RWSD customers, electors and stakeholders
My hopes is the RWSD will join its continuance in signing this Declaration of Position and Request for Addendum so that our Political Subdivision can be clearly expressed that we support the prioritization of Affordable Funding and Technical Assistance through State and Federal law rather than pursuing New Statutes of Regionalization transfer of ownership through JPA in the State of New Mexico
