 85% of New Mexico communities fall below the median housing income that which in turn  results  in these communities being unable to be eligible to receive the 

much needed funding.  Funding Assistance from the two state revolving funds (cwsrf and dwsrf) recently received shared portions of the 55 billion dollars injected into the nation through the Bipartisan Infrastructure Law.  This is  anticipated to be allocated through the next five years.  These state revolving funds will be available to all communities who apply through the two agencies responsible for allocation of these funds.  Both the New Mexico Environmental Department (NMED) and the New Mexico Financial Department Agencies are preparing to spend as much of these funds as possible before 2029 when unspecified amounts of unspent funding will be returned to the federal government.  This is why (NMED) has in the past prepared resolutions to address  decades of funding sitting stagnant in these state revolving funds.  September 2021 NMED made a rules change finding that the clean water act doesn’t define low populations.  They passed this resolution making it the decision of the board members of the Drinking Water Bureau to allow the changes of these rules  of allowing bigger cities to  apply for this stagnant funding of what was reported $336 million dollars in the CWSRFf in 2020.   Now after the Bipartisan Infrastructure law recently passed these same agencies who in times past have failed to meet their goals and upsetting people and communities have now received billions of dollars after just a few years ago the office of inspector General discovered and reported that the EPA nationwide has found to have an issue that concerns losing hundreds of millions of dollars in tax payers money in overpaid invoices to contractors, engineers and staffing issues since The United States department (Environmental Protection Agency) nationwide has reduced management by over 54%.  Because of this some agencies are failing to meet their goals due to state governmental bureaucracy in the lawmakers Arena.  Big corporations' business is bigger than the people's voices and it is greatly affecting people who live in 80% of New Mexico Community Public water systems  that are operated by local community members. 



The life of a lifelong politician should not come at the price of poverty by those who trusted in the false hopes proven now to be true to its own interests, term after term.  Change is needed now!  whatever the cost ! Especially at the cost of a lifetime political Career politician .  Life for those they serve is immediate and is now.  It's time we send them home and give them opportunities to find a job they are good at.
