I'm writing to express my thoughts and desires on behalf of my constituents.


The Board of the RWSD voted no on joining the Regionalization Joint Powers Agreement.  I feel that because we did not make it clear in our position that it causes problems. It was not clear as to the reason why mistakes were made if they are really mistakes and we will give them the benefit of the doubt.


We feel strongly that a letter should be written to all concerned on our position to theWater Trust Board, North West Council of Governments, McKinley County, ect.


We are continuing to gather Signatures of Ramah Water Sanitation District customers, electors and stakeholders who agree with Declaration of Position and Request for Addendum to the language used in the 2023 Water Trust Board Application 


The Board Chairman was less than truthful in the RWSD Special meeting held October 11, 2022.  When the Chairman said that the Declaration of position was an illegal petition, that was demanding. This course of constitutionally legal action was taken because on Thursday, the day before the application was due, many concerned citizens tried to get clarification as to the wording insinuating RWSD was in full support of Regionalization and were actively  involved in all water planning activities and that RWSD was an entity of dissolution. These concerned citizens tried to text the Chair and Board with no reasonable  response. Some of the responses given wes remove me from this text another was “Please stop messaging me. I have nothing to do with this.  Spam other people please.  This Declaration of Position and Request for Addendum presented no demands as miss stated by the RWSD Board Chairman


I also included a rough draft of the Chairman's idea of a letter.  I understand that Blanca of RCAC helped him write the letter.

I believe the letter that addresses the request for the Addendum to the language used in the 2023 WTB application should reflect the concerns and issues that RWSD customers, electors and stakeholders who have signed the Declaration of Position and Request for Addendum and not that of the organization or agency/Agencies who are in partnership with the Regionalization agenda.


This Country is bankrupt and I do not see a future where small water districts like ours will be receiving any funding.   I believe we must become self-sufficient if possible.
