Hi, David Bishop.
I have attempted calling you several times and have left you messages with no avail. I wanted to contact you concerning a possible plan to address BWSD needs with the wastewater treatment plant. I wanted to be prepared and organized with a clear financial view going forward by having all of BWSD’s financial reports and audits in order before we established a potential meeting with NMED and or with NMFA so we could all have a clear view of all possibilities moving forward with accurate BWSD financial information. BWSD at this time June 1st 2021 has not completed its 2020 audit and is currently working with New Mexico Rural Water and should have everything ready to move forward by this month. Bwsd has a full board and as of recently a new bookkeeper and we are looking forward to working with all state/federal agencies to address out of compliance issues and aging infrastructure needs..
The possible plan I would like to present would be to complete the Final Design by Critical View Engineering that is at this current time 90% completed with an estimated fee of $17,365.54 to complete Final Design 100%. This will leave $54,099.85 out of rip loan 00015 that currently has to my best knowledge $71,465.39 for further expenses remaining to purchase Wengert's 10 acres of land and whatever else that can move BWSD forward in the right direction..
Possible plan forward could be in stages and would help BWSD come in to compliance with the most critical issues being serviced first
Complete waste water treatment plant final design
Use $226,000.00 grant money (capital outlay) to build and construct drying beds
Use what is left over from capital outlay and rip loan 00015 to replace clay pipes leading to sewer plan
Apply for additional funding to complete the wastewater treatment plant and replace sewer mains from where previous funding left off.
Address other aging infrastructure within the district by applying for additional funding and working with potential developers that would bring additional revenue.
Drying beds are crucial and are most critical at this moment due to services once available to haul off sludge that are no longer provided by companies we have previously worked with. We are looking for solutions to address this temparlay but are hopeful for a sustainable and affordable plan going forward to best serve the public.
