 New Mexico received 8 billion from the 1.7 trillion covid relief bill.  I hope County Governments throughout New Mexico  will request funding  to provide and develop a Safe Clean and Affordable Water Infrastructure Task Force Agency Program  to “help, not Penalize” Community Public Water Systems (CPWS) . I challenge County Governments to assess and review their local government entities aka Public Water Systems in each of their communities within their counties.  I am sure and without any doubt they will find there are many needs (Gaps) within those entities that are in need of immediate  attention.  

  • There is no reason for CPWSS to operate system without 

Certified (full time) operators.  (ask operator how many hours they spend each month at work site, and then ask for the operators onsite paperwork and daily operations records   that should  verify and correspond with their hours)

  • There is no reason for CPWSS going years without testing the quality of their water

  • There is no reason for CPWSS to pay for failed contracts or  failed work performance /project design within  those contracts overseen by New Mexico Government Agencies.

  • There is no reason for CPWSS to have so much skin (“in the game” as they say)in the infrastructure improvement project that they are unable to function in providing normal  operations which include services to aging infrastructure. 

  • There is no reason as to why CPWSS are not able to find adequate funding without causing such a heavy burden to the systems customers 

  • There is no reason as to why CPWSS are not informed/trained well enough to know where or how to get sufficient funding 

  • There is no reason for a law to exist if said law cannot be enforced or funded  in away to provide adequate long lasting remedies to the issues, for instance(every public entity since 2013 is required by state law to retain a CPA)

  • There is no reason for CPWSS to keep allowing the trend to continue expecting the same promises that have been promised for years when we can now clearly see that the trend we are in keeps providing the same results. Google OIGEPA  and discover for yourself what has been trending for decades 


Safe Clean and Affordable Water Infrastructure Task Force Agency Program  1. will provide opportunity for CPWS’s that don’t have full time operators to utilize the USDA apprenticeship program that as of right now are not available unless CPWS’s have a full time operator. 

2 will provide opportunity for bookkeepers to become potential CPA under a similar Apprenticeship program that will be provided by each county so as to afford the PWSS to move forward in obtaining funding for infrastructure improvement projects while training bookkeeper/ potential CPA the unique (Niche) scope of work and  duties a PWSS bookkeeper/ CPA is tasked with, in efforts to build up PWSS to be self sufficient in efforts to save tax payers and communities money and resources.
