Regionalization of Neglected Small Community Public Water Systems

Northwest New Mexico Council of governments will be setting up another meeting September, 15 2021, located at 207 West Hill Avenue 87301 Gallup New Mexico for a water summit.   A majority of the anticipated group Of small community public water systems ( That consist of newly activated public water systems) were not able to attend the August 31 2021 meeting. 

The next meeting nwnmcog Along with the county lawyer Doug Decker  and this group of three New Mexico water systems will be working together and presenting to these Newly activated public water systems,   information we learned about today, The 50 year plan Doom and gloom we’re running out of water scare but stay positive and Regionalization is the solution for scpws. 


I would hope there would be a group of opposite perspectives and intentions . . My hope would be for a greater plan for the future that addresses collaboratively  the small community public water systems issues, concerns and Constraints in affordable funding and technical support while advocating and maintaining local  control of community public water systems. 

 I have additional information I would like to share and develop with other Small community public water systems. This additional information concludes a plan to hold our elected officials and the agencies that carry out the task, duties and  services provided under the clean water act responsible for their actions, in the past and into the future . 


3rd world countries are sent outsourced contractors to build, plan and develop infrastructure.  In these failing countries local  governments have neglected its people in providing adequate,  feasible plans and resources to succeed.  

We are witnessing today The failures of government programs  and resources here in New Mexico , causing multiple failures and  inabilities to fulfill state and federal agencies intended goals. These failures are due to lack of priority and funding to provide equal enforcement of state and federal laws leaving hundreds of New Mexican communities out of compliance and in violation of state  and federal regulations.  From the top down in areas starting legislatively Nationwide, from the Environmental  protection agency and state/federal departments and  agencies, including non- profit organizations that also provide technical assistance and training to dwindling small community public water systems (scpws)who have all  learned and determined that Safe Clean affordable water is not a priority and hasn’t been for decades in all 49 primacy states of the United States of America. 

For years scpws issues have been made to worsen due to neglect by elected officials failures to give the attention and priority scpws are in dire need of.  Unfortunately, underfunded state and federal public water watch supervision programs have led some to believe regionalization (more government in forms of quasi governments) is the grand solution to address their issues due to their voices that have fallen on def ears of our elected officials for decades .  


A collaborative effort of regionalism not regionalization is the more sensible and suitable plan forward,  since the laws have already been established but not adjudicated due to lack of oversight and follow through from the top down.  Regionalism will help communities come together and with one voice and proclaim the laws of the land in efforts to build together a better tomorrow.  



The difference between 3rd world countries and The United States of America is the intended end goal for 3rd world countries is to give back control to their local governments.
