Bluewater Water and Sanitation District Infrastructure needs.
New Modernized Sewer Plant with Lined Lagoon, additional 10 Acres to meet NMED Permit requirements, and Drying Beds
New Main trunk Sewer distribution Line from 6 Elm st. to Main street and from Main st. to Sewer Plant.
Upgrade Existing 4” water mains to 6”-8” water mains that loop into Bluewater Elementary School from Pinon St. for adequate Fire Suppression.
Dedicated Water Main that will Directly supply water to the water tank for better water quality and Fire Suppression.
Fire Hydrants and water main isolation valves(isolation valves were supposed to be included in the last project) need to be replaced to ensure Fire Suppression and Lower; Maintenance cost$$ and water loss during system repairs.
If Elementary School Installs New well, BWSD would consider $$ benefits in purchasing that water compared to $$related to BWSD Arsenic treatment water supply
Correspondence with NMED
Jan 2020 , I asked why nmed didn't have a contact list of PWS board members so they could communicate to the whole board instead of just one representative of said PWS. Answer: “we do that to avoid conflict between board members”.
Jan 2020, I asked if there were any other Funding Programs/opportunities BWSD could seek. Answer: NMED& NMFA were very aware of BWSD situation and have spent a lot of time addressing these issues and the only option left to address my concerns was through the legislative process.
March 2020, NMED said they know that BWSD sewer plant is out of compliance but that this would not be held against BWSD
March 2020, NMED said “I wish you would spend as much time looking for additional funding as you do pointing out all the wrongs everyone has done to BWSD”. NOTE. (previous engineers at the end of the water well project invoiced BWSD $120,000.00 in overruns stating “unless BWSD gets additional funding Solivan Design will not sign Well of Completion forms” rendering New well useless. After much deliberation, Engineering firm settled for $1,250.00 on portions invoiced 6 months post work performed for $60,000.00 to click, copy and paste arsenic treatment plant in the autocad program 200 feet 90degres to the south. BWSD paid the other $60,000.00 in overruns because lawyers would cost just as much with risk of not succeeding to recover cost. Engineers were charging time and material rather than lump sum.
March 2020, NMED “said unless BWSD receives 100% grant I don't think BWSD will ever get the funding needed to come into compliance”
NMED Jan 2020, expressed the opinion that the best way to resolve a lot of New Mexico's PWS problems would be to make board members’ position, paid positions, so that the paid professionals would be able to perform professionally rather than volunteers filling a volunteer job. I AGREE!
My Efforts from the time before I attended NMED January 2020 Hearing was to find affordable funding. BWSD has successfully received a Backhoe at no cost to BWSD district for the purpose of saving the district money in rental cost. Paul Spencer
