It is concerning that 64% of the Environmental Protection Agency (EPA) research fellows were foreign nationals. These foreign nationals cost taxpayers 15 million dollars, according to the Office Inspector General (OIG) report in the 2018, 11-year study. This should cause great concern to the security risk at the national level. Is the 11 years of research provided by foreign nationals reliable and trustworthy? What policies and procedures were developed or created during this time? What was the total cost of losses (which are still accruing)? What did the OIG mean when they say this error on the EPA’s part of lack of oversight was not in the best interest of the American people. Was the OIG alluding to the possibility of espionage? This was in the same report to Congress provided by the OIG in the 2018 report; it states that the EPA’s incident tracking system lacks the required privacy and security control to protect PII and SPII which could lead to identity theft. This information coupled with the latest FBI efforts at Mar-a-Lago and the actions taken with Catherine Engelbrecht and Gregg Phillips is cause for one to wonder “who can be trusted?”.
Reportedly, the FBI is covering for Chinese attacks at our Electoral College through Konnech. The company at the heart of this controversy is Konnech which is based in Michigan. It bills itself as providing software solutions for election managers. One of the products Konnech has created is called PollChief. According to Engelbrecht and Phillips, PollChief helps jurisdictions enroll and manage election workers. In the process, it requires the input of a tremendous amount of data about these election workers and their duties. All of that information is then collected and stored by Konnech. The individual who built and runs PollChief is a fellow named Wang Xiang. Wang was a member of the Chinese Students and Scholars Association (CSSA) at the University of New Mexico (UNM). In fact, Wang ran the website for that organization. All of that information is then collected and stored by Konnech. Per the information provided by Engelbrecht and Phillips, all of that information is then stored on three servers which physically reside in China. As China is a Communist nation under the control of a totalitarian government, this means all of that data is accessible to and controlled by the Chinese Communist Party. PollChief is described in promotional literature as “a data warehouse that organizes communications and logistical details for polling places/precincts, workers, assets/drayage, and help desk”.
Similar to PollChief data base storage capabilities, the Chemical Safety and Hazard Board’s (CSB’s) data base stores personal and secure data on its servers. In 2015 the OIG maderecommendations that the CSB should strengthen physical and environmental protection controls for the Western Regional Office of Investigations (WRO) server room. OIG continued its recommendations stating CSB also should take steps to implement the remaining four recommendations from the prior year report to resolve security deficiencies cited.
Weak physical and environmental controls existed because CSB had not established and disseminated policy and procedures to WRO personnel to inform them of management’s requirements for protecting the server room. CSB also had not taken steps associated with the WRO server room to establish access control rosters and physical access logs to control and monitor access. Further, CSB had not: (1) implemented procedures to escort visitors, (2) secured the server room keys, (3) installed automatic fire suppression capability, and (4) monitored humidity levels. As a result of the weaknesses noted, critical CSB network equipment and investigative data may be susceptible to theft, loss or damage.
At how many levels of government have we the United State of America been infiltrated by foreign nationals? Who is pulling the strings? How long have Americans been led by the corrupt political establishment profiting through agreements with life-long bureaucrats being paid by tax payers, beneficiaries and partners of corporations getting rich off the backs of hard-working Americans struggling to make ends meet while bureaucrats and their cronies continue to live lavishly. Since 2000 the EPA has struggled to retain its highly skilled workforce and consequently cost tax payers hundreds of millions of dollars in overpaid invoices and cases of misappropriated funds, misspending as well as cases of those who remained employed for the EPA who were caught pocketing money, according to the 2018 OIG report. Embezzlement is punishable by federal law. Right? Who is accountable and who is actually being held responsible? Are all these damaging consequences a result of the 64% of the EPAs research fellows who were foreign nationals during the Obama administration? As recent as the 2020 -2021 OIG report, the EPA did not follow federal requirements used to establish the level of system security controls when assigning security categories for information systems. Specifically, the EPA did not adhere to the process set forth in the National Institute of Standards (NIST) and guidelines for determining security categorizations. NIST did not involve key stakeholders in the categorization process and did not fully document its categorization determinations and decisions. The EPA’s security training and guidance did not explain the NIST security categorization process and the EPA had not implemented control measures to help ensure the system security categorization process complied with federal requirements. As a result, five EPA emergency response systems were at risk of being categorized too low and not having sufficient security controls in place to protect the integrity and availability of the data in those systems during an emergency. NIST and EPA Provide Guidance for Determining and documenting the justification for the security categorizations of five emergency response systems. Further, the EPA’s security categorization process did not include key participants as recommended by NIST.
With recent New Mexico floods that have contaminated Community Public Water Systems (CPWS) is another added consequence of the EPA failures to meet its mission. This is coupled with the facts from the 2020 Census that 84% of 654 CPWS (this is the same percentage of small community public water systems that have under 500 connections) in New Mexico not being able to afford the loan portion required to receive grant funding here in New Mexico due to falling under the median house income level.
Due to EPA policy recommendations and regulations, communities, businesses and industry are being destroyed--and last but not least--community congeniality. Communities after struggling for decades to keep up with state and federal regulations and policies having been neglected and unable to afford technical assistance and affordable funding to properly maintain their systems. It seems like our great country, The United States of America, is being destroyed from within, starting from the top down with our principles, even our Republic islkp under attack. The solution according to the Michelle Lujan Grisham regime is for Centralized Government/regionalization/tyranny to take hold as it was echoed by the New Mexico State Engineer who said “The key to shoveling out all this money is for New Mexico communities to regionalize”. Regionalization is permanent. “Once you regionalize there is no going back”. It is a permanent change of governance according to the Lower Rio Grand Public Water Works, Karen Nichols. After regionalization is enacted in your community, it said that ideally systems would seek through county ordinance or state statute authority to limit individual land owners use of their personal wells for the sake of water quality . The Northwest New Mexico Water Authority along with the Lower Rio Grande Authority are seeking to change New Mexico State Statutes. New statutes state-wide would allow all systems and newly formed Joint Power Agreement (JPA) entities to create an authority by statute that defines water rights in terms of service area and would allow service area under jurisdiction of water authority entity to force home owners to connect to water systems and cease use of private domestic wells for the purpose of water quality. For existing board members regionalization could look very appealing when the New Mexico State Engineer says the only way to get the money your system needs is through regionalization and in turn rewards systems who regionalize through the Joint Powers Agreement, a reward of a $100,000.00 grant. It is concerning that no one is being held accountable for all the hundreds of millions of dollars of taxpayers money being lost to overpaid invoices due to mismanagement and negligence. Their solution to these continuing failed actions is to reduce Americans’ voices by regionalization where power in numbers of representation will be reduced from 5 board members representing your community to a one-board member from your community, if you are lucky. If you are not so lucky, your community will be appointed/elected a board member from your neighboring community to represent your community’s best interest.
Their solution is to hire 87 thousand IRS agents whose major duty is to maintain a level of fitness necessary to effectively respond to life-threatening situations on the job. Carry a firearm and be willing to use deadly force, if necessary. Be willing and able to participate in arrests, execution of search warrants, and other dangerous assignments. This and more with their New Green Deal, Seventeen states with vehicle emission standards tied to rules established in California, face weighty decisions on whether to follow that state's strictest-in-the nation new rules that require all new cars, pickups and SUVs to be electric or hydrogen powered by 2035.
