I want to ask you to help address and disseminate this documentation of injustice and discrimination against small communities with low population in rural areas. These communities are not located in some distant third world country but are here in the United States of America.

Who would continue to hire a failing organization, entity or agency to produce an anticipated and fully funded planned project for production of services to meet purposes and goals with anticipated results and product agreed upon at a previous time in history?

This is the Bluewater Water and Sanitation District and an overwhelming number of communities throughout the nation. The contract was agreed upon and voted into law by representatives of the people who were elected by the general assembly of the people, on a single day every two years to voice their opposition or support for the governing bodies. Elected officials swear an oath to uphold and defend the Constitution of the United States of America and to represent their constituents.

It is written: I do solemnly swear (or affirm) that I will support and defend the Constitution of the United States against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; that I take this obligation freely, without any mental reservation or purpose of evasion; and that I will well and faithfully discharge the duties of the office on which I am about to enter: So help me God.

I too, Paul Spencer, am an elected official and I have taken a similar oath of office and have solemnly sworn that I will support the Constitution of the United States and the Constitution and the laws of the State of New Mexico, and that I will faithfully and impartially discharge the duties of the Bluewater Water and Sanitation District as a board member in the office of board of directors on which I am about to enter, to the best of my ability, SO HELP ME GOD.

It is my duty as an elected official of Bluewater Water and Sanitation District (BWSD) to adhere to the regulations, authority and privileges that special districts such as BWSD are lawfully recognized by the State of New Mexico and federal government. Rules, laws and regulations addressed and mandated through legislation are voted into law by the USA government and NM state governments. This current system gives power, authority and responsibilities to agencies that mandate Community Public Water Systems provide safe, clean affordable water.

*It is my duty as an elected official of my community to uphold the Constitution of the United States and the Constitution and the laws of the State of New Mexico

*It is my duty to protect, defend and represent the people who voted me into office under the Constitution of the USA

United States Environmental Protection Agency after decades of failing to deliver the services and productivity that was originally agreed upon when the taxpayers money was allocated for certain purposes in certain areas of public health, public services to serve and provide tools and services for the the general public's welfare in ensuring that the laws enforced are equally and fairly executed, have grossly failed to meet their mission and their goals.

*We need to demand accountability for the hundreds of millions of dollars wasted in overpaid invoices. We need to demand accountability for misappropriation of funds and misspending of the people’s time, sweat and money, income and taxes.

*We need to demand accountability for weakening and wrecking our national security by unknowingly hiring foreign national fellow researchers for almost a decade. That is, American researchers, scientists and students wanting to advance in their fields of study were overlooked for foreign nationals who fully took advantage of the USA foreign student program where sometimes full-ride scholarships were available costing citizens of the USA jobs and time invested in fields of education which would lead to higher opportunities to eventually become fellow researchers in the USA EPA fellow researchers program. Foreign National fellow researchers outnumbered United States citizens by 60% for almost a decade prior to 2018.

*We need to demand accountability when Federal funds are not used as allocated.

*We need to demand that these agencies abide by the rules and regulations of the law under the Constitution of the United States of America.

*We need to demand that the laws be equally and fairly applied to all entities, citizens, organizations, government entities, agencies and bodies of elected officials.

Why do we fear speaking truth to power? Do those elected officials who we duly elected to represent us” the people” actively represent, defend and protect their constituents? We have willingly given them this privilege of having power over the purse. Having power over the purse to fence the funding allocated to any agency if needed so as to protect the American people from tyranny, oppression and corruption. We call on the United States Congress and our state legislature to investigate and apply the law as it is written and enacted through and by the Constitution of the USA.

I would appreciate any feedback or thoughts even if they are not aligned with my own. I know it is a huge topic and covers a lot In detail, but it is in the details of the end result that concerns me the most.

My hope is where we go, one we go all, together with peace and unity instead of continuing with the tyranny we are living under now.
